West suburbs of Chicago-Looking to hire legal assistant 25 to 30 hours a week!

Ok, I am adding to the staff of my law practice and looking to hire a legal asistant to work 4 to 5 days a week in my Dupage County office, in Oakbrook, IL, (west suburb of Chicago) to work at first between 25 to 30 hours a week, and maybe up to 35 hours a weeks once the person settles in and all goes well.
Would be paying $15 an hour at first, and possibly a little more based up experience level. The person does not have to have any legal experience but if he or she does have legal/litigation experience that is a plus and pay would be higher. Looking for somebody who wants to do this for the long haul and not just a temporary thing.
Ideally this would be a person who has para-legal experience (or just graduated para-legal school and looking for a job in this tuff economy). Again, legal experience is not necessary and willing to train.
Here are the qualifications that I am looking for that are important for the position:
1. High School Graduate
2. Smart
3. Very good phone professional presence on the telephone
4. Easy to work with
5. Follows instructions well
6. Good work ethic
7. The more detail orientated the better
8. Upbeat personality
9. Fast learner
10. Strong plus if you own a laptop (and has a PC at home).
11. MUST BE VERY RESPONSIBLE!!!!

This person would be an independant contractor so they would not be an employee of mine but an independant contractor.

Person will also be subject to getting pay rate go up after 3 months and will get raised accordingly with time. They also will have the benefit of flexibility with their hours, even working out of there home on certain days.
$15 an hour is a starting point for someone with no experience or college education, and when I say I am looking for someone for the longhaul 20 years that sounds like some great job security to me.
If you have nothing positive to add from here I would ask you to kindly stay out of the thread as I am not looking for a pissin match to derail this thread when thousands of people need jobs and I have an opening for an immediate position.
Thanks in advance for not escalating from here and de-railing my thread for employment.

Yes he is. He used to race snowmobiles with my dad. Both of them were in the low 9's. Years ago they went halfs on the dragster. He owned half of it but never really got into it all that much.

Back on track, the more I think about this I believe I am going to be leaning with someone with paralegal litigation experience, who knows how to do paralegal litigation work like answering interrogatories, requests for production of documents (I know it all sounds like Greek to most here).
