the short answer.... $4,000
you could look into 100 shot of nitrous... I think thats about the cheapest/laziest way of getting to 400hp.
I would recommend doing the Basic F-body fix up.
-SLP Lid
-K&N
-Big Exhaust
-Tune

A lot of people here will debate on the K & N, and a lid is a lid, anything but stock would be better. Full exhaust would definitely help. What year is the car? If it's earlier than 01 you'll be needing an LS6 intake probably.
Also, read the stickies, there's a wealth of info up there that can be had. As well as a specific thread about getting 500 hp with a daily driveable set up I believe. I can't remember the name though.
Anyway, welcome to the forums and don't be afraid to ask questions.

Do you want the easy way? Or the safest way? Tell you what.
-longtubes/ory/catback (all of your choice)
-lid or cold air intake (or both like I have if you go with both of SLP's products)
-LS6 intake (if you don't have an '01 or '02)
-100 shot of nitrous
- TUNE!!!
All of that would put you between $2,000-$4,000 depending on brands you get.
****refer to my sig and see what I'm putting to the wheels with a dyno tune and pretty much full bolt ons****

OP, if you want mid 400's you will need a good heads/cam combo. Bolt-ons only will get you around the 350 rwhp mark.

Every dyno is different and so are the conditions you get it dyno'd in. No one really knows if those numbers are right or not...
True test has been and always will be what you run at the track.

I agree with you about the mods to get the cheapest horsepower per $. But you can be in it cheaper, here is the mods I have and the price it took to get me there.
pacesetter ceramic coated longtubes/pacesetter ory/cutout $400 ( could of been $100 cheaper if I didn't want an e-cutout
Lid and K&N filter ($85)
COMPLETE Zex dry kit ($180)
TOTAL: $665
After dyno tune and the little odds and ends (spark plugs, wires, 02 sensors, etc.....) I should be right at $1000 total. Running the 100hp jet I should be right around 425-450rwhp mark.

Good heads/cam package with full exhaust, LS6/FAST intake, and a good tune will safely land you in the middle. This would be a much more expensive route than spraying the **** out of it, but it is another option.
Be prepared for all kinds of **** breaking when you hit that power level though. You'd better have cash on standby for a new rear end, and some suspension mods.
Also, pics of new ride? Show it off - be proud.
