If you sleeve the block you should be able to take it out to 454 from what I remember; at least 427.
Without sleeving the block I think 383 is safe but much bigger than that your rod/stroke ratio gets pretty sketchy and you can't overbore the stock cylinders more than .010 from my understanding.

LS1 blocks from 1997 and 1998 cannot be bored, but can be honed up to .0040".
The liners were redesigned for 1999+ blocks (including LS6) and can be bored up to .010"
All years of blocks are suitable for re-sleeving for bigger bore projects.
Lunati does make a 4.25 stroke crank.

Last time I had quotes for re sleeveing and square decking was 200 a hole.
To the op, I would start with a virgin ls2 block to get 402, not have to sleeve it and it's still aluminum.
Most people go max of 3.905 bore on 99 up blocks because that is a shelf piston. A 3.908 piston is more difficult to find.

Just something cool about a matching-numbers 427 or 454 in a car that wasn't offered over 346; you don't have to worry about front dress, or knock sensors, or anything not fitting...

I would resleeve will cost you about the same as a block probably depending on whre you got it.
