ASR=Acceleration Slip Regulation....regulation? we don't need no mo regulation! JK aside, how do you know it isn't working? If you try a burn-out and it feels like car is going to shake apart...its working. You can have it tuned to where it is off on start up and on when button is engaged. Sounds like someone has done that.

Did that many a time when I brought my Accord (my daily) to the track. Get up there, all nice and lined up...yank the e-brake and pin the throttle. Felt like the car was going to break my neck with TCS enabled. Sit there, try and hide the embarrassment and fumble for the button. Lolz.

Gently remove the bezel that the ASR switch in on, it should just pop off if you pry it slightly.
See if there is something like this plugged in behind the switch:

It is a reverse module that changes the "always on" default setting to "always off" unless you hit the switch to turn it on. If you find that one is plugged in it may have gone bad or become unplugged.
I have one on my car and it works great. The dash light is always lit saying it is off which is a bit annoying though.
It is just one thing to check but I would check to see if the switch is properly plugged in behind the switch bezel anyway. It may just be that the switch is not plugged in.
