Don't mess with a hand held. Start with maintainance items. then buy parts for flow. If you ever need a tune, have it up on a dyno.
What the heck do you mean govenor? The 6200 rpm rev limiter?

yea, I mean you can hit like 162 I think is the factory govoner so thats plenty, really no need to go any faster then that on a public road, just askin for trouble IMO.... Best bet is to do bolt ons and a cam or w/e you wanna do then get a dyno tune, with a handheld tuner if you dont know what your doin you can mess your car up badly (blown engine, screw up the tranny, exc)

First off..Welcome to the club.
Like others have said don't waste your time on a Programer, instead get yourself a Lid, and a Catback to start things off, and that will help you out right there.
Later on after you mod enough and need an actual tune, you can take it to a dyno shop and they will tune it for you, and will then see good results.
And if you mean rev limiter, you don't want to raise that on a stock car..it is set where it is for a reason, and if you mean the speed limiter (govoner) you should be fine, because the factory govoner is set at 162mph if your car has Z-rated tires, and you should never need to go faster than that.

hypertech was the only handheld i could find for my 98 if your an auto they are great for adjusting shift points and firmness unless the car is completly bonestock i wouldnt install the performance program it has.stock it made a little bottom end difference but a lid K&N ad a P/P t/b made it detonate like hell.
i had a mail order tune done cost like 100 bucks after i modded the car .dont buy a new one used ones sell as low as 100 bucks
i stupidly paid 400 bucks for mine.most people trash handhelds but if you have an auto tranny they are great
