corrosion F T L . try sitting down facing the tire and kick the sidewall repeatedly or grab another wheel and tire hold onto it and swing and hit the sidewall of the tire that is stuck.

When a car comes in to our shop with this problem, we grab a hammer(short lead hammer, packs a better punch) make sure your car is lifted and has jack stands supporting it. Lay down under the rear bumper and hit the outer lip of the rim and spin slowly an continue this. Should come off fairly easy. Make sure your doing this from the inside as well if i didn't make that clear enough. Good luck.

I had this problem before when I had an older style 10 bolt and was putting new ws6 wheels on. They have a smaller inside diameter and the rear has to be sanded a little to get them on. What year car is it and what type of wheel is it?

I've heard of the parking brake with drum brakes holding rear wheels on pretty tight.
Though now that I'm typing this I'm thinking you'd have to have your wheels set right on the thing for that to matter at all. Maybe it's just a wives tale.
