Yeah, there is no point in going with a full turbo setup when you are not going to make it run 10's. Heads/cam will be perfect for what you are looking for and you can determine how big you want to go as far as running mid 12's, low 12's, or high 11's or so. It would be a lot wiser to go heads/cam because a turbo would cost a lot more and you can use the extra money for some suspension mods etc.

I'm with these guys above. If all you want is twelves, bolt ons and driver mod will get you there. If you are auto, stall it. Manual, gears, but might want to look into a stronger rear end like a moser or ford 9" if you take it to the track a lot. either way, DRs will also help.

A cam, converter, lid, and headers (with cut out) can get you in the 11's, and that'll cost you half of what a turbo set up costs. My LG G5x3 car with used hooker headers, stock catback with cutout, air lid, and Yank 4000SS converter ran 11.7 @ 116 on a drag radial.

I say you get an sts turbo kit. Stock internals should be good on low boost and with some good tires you'll be in the 12's no problem. Plus it'll cost about the same as a good heads/cam package with bolt ons.

I can't tell if you are agreeing with me or disagreeing with me? Any LS1 can get into the 12's with those mods, if you can't, I don't know what to say about you. Hell we have stalled bolt on cars (no ported he3ads, no bigger cams, no spray) running 11.6-11.8 at 114-117 all over chicago..

Nothing against you.
