if your line is pressurized, and nitrous is leaking, then ya your noid is prolly bad. unless you can see it leaking outta where the line feeds into it, then it prolly needs rebuilt. A lot of the time, theres a rubber or teflon o ring in there that goes bad. The noid will still work,it will just leak.

The most common issue with seepage past a plunger on a solenoid is trash/debris stuck to the plunger. This is generally an issue when a nitrous filter isn't used or hasn't been cleaned. Just imagine all of the crap sitting in the mother bottles that gets transferred to your bottle every time you refill it. Just a disaster waiting to happen.
Rebuilding solenoids are pretty easy. Send me a PM and I can send you some directions on how to do it.
