that's all you need, all 98's can be tuned for free using v1 "tuner" not scan only.

You can download the latest software from the EfiLive website - just make sure that you have the interface box, the cable to the ADL connector in the car and the cable to the USB connector of the PC. There's also some little adapter plugs to hook up different inputs for scanning (WB, etc). As said, free tuning for 98's with that product

If it is V1 commercial, yes.
EFILive does not use the "credit" system" and, `97-`98 don`t need a license.
You can change your tune as many times as you want and upload a COS.
EFILive is easy to use as well.
