Yes, it is in closed loop without a maf and won't go into open loop at WOT.

You have a handful of enable values that are the first thing to check,
plus PE mode delay and ramp rate. How are you judging PE enabled,
are you looking at commanded EQ ratio?

I thought I checked everything, I was hoping someone would find something I missed. When I scan and go WOT the commanded fuel goes to to 12:1, the scan still shows closed loop and my wideband stays at 14.7 or so.

I can look at it tomorrow for you, from the shop. None of my stuff is with me. Shoot me a reminder pm. Email me the tune and a log if you can.

I see no reason for it not going into PE. All your PE parameters are stock. Got a log you can post?
Looks like the only thing you changed was PE mod vs RPM. Can you post more details about the car too.

I am still at work and don't have my laptop with me, I will post a log in the morning. The car is a 97 vette.
Mods are:

vortech t-trim/ 6.5lbs
Water injection
Auto with 3.73's
Full exhaust
I can't think of anything else right now. Thanks for trying to help.

Might want to post the corresponding scan log so that others can help determine the issue.

I am no expert but, your commanded AFR is coming from the Warm PE table when your throttle passes the enable point. For example, 4000rpm, wide open, 11.80 AFR. Now, that doesnt mean that you are "seeing" it. Your AFR's from your LM-1 look all messed up. If those numbers are right, you are WAY lean most of the time. Double check your LM-1 config. During the moment in the log I described above, your LM-1 said 21.4:1 AFR. I would double check that thing before you go WOT much more. Maybe your sensor is bad? I would guess that just the LM-1 calibration is just messed up... because during the period described above, your injectors are at 39-40% duty so you are pushing some fuel when you hammer it.

I will look at the log again, but I think the the afr you are talking about is when I go off throttle. Most of the time it hovers about 14.7-15.3 give or take. If you notice at 100% throttle it stays in closed loop, the ltft lock at 0, and my injector duty cycle doesn't move. It should be about 70-80% duty cycle.

Other than one blip at frame 134, this is the only WOT worth looking at in that log and it sure looks like OL PE. I don't understand what you are saying about the injector duty cycle not moving. Sure looks like it is increasing to me.

It all looks good to me too. Except your WB readings under Data (F9). It looks wacked the whole time. But even in that mode, the IPW still jumps up when you hit it. Commanded AFR goes to like 11.87 or something.
So, what exactly are you (OP) seeing that we arent?

Another in agreement. The pid may not be signalling open loop pe but commanded AFR is. How have you got the LM-1 output set? Have you set your own custom pid for the LM-1?
