The reason why they put in a 2000 os was probably because they had unlimted tuning for 2000 and not your 1999 via hptuners. That way they could tune it. As for the YYYY in the serial section, i would say, probably that was a messed up 4000-8000 segment from Tis at one time so it is now blank in that area and since that area is blank, there is no numbers to lock to.
If you send me the pcm, i can fix your pcm for you so it will be lockable via software. Just cover 9 buxs for shipping in the box.
Also if you just want it tuned, i only charge $75 bucks to set it up for your fun swap. That includes VALID gm engine cals exactly for your engine swap. So all the stuff in the background will be correct for the engine.
If you send me the pcm, i can fix your pcm for you so it will be lockable via software. Just cover 9 buxs for shipping in the box.

seems someone has moved a VIN# into the file that does not match the OS on the PCM. HPT will not allow this and does not like it. I got around it on my own, lemme see if I can find my old posts on HPT's forum about it.

they will match the OS to the VIN#. Get a VIN that matches the OS in your file, set it to that offline and do a write entire.

I might need to send you my PCM. I picked up a F.I. car a few months back and noticed some weird stuff. It's a '99 D1SC/FMIC M6 f-car with bolt-ons...nothing too crazy. But, some of the normal pids I'm used to seeing are coming up invalid (i.e. the idle trims). I'm wondering if someone did more hacking in the PCM than just changing parameters. Think you could give me a hand?
