Someone stole yer nut covers too, ..., 
(Black plastic lugnut covers.)
Check out the lower front fender mounts under the car.
Unbolt them, & bend the metal frame tab back to it's original vertical position.
Then bolt the fenders back on, if the plastic tabs are still there.
It appears someone lifted it incorrectly at one time & bent the fender tabs, because you can see the lower portion of the fenders sticking out.
Little by little, you'll bring it back!

Nice ride! Kinda looks like mines alter ego!
mine was the same when i got it. plastic was toast! i had to us self tapping screws to get the fender to line back up. i hate stupide people!
