I think you're asking for a round square. At that altitude you're going to hit some turbulence. The shocks that can handle that drop, keep you off the bump stops (hitting them makes the ride even rougher), aren't valved with ride comfort in mind.
It is still better than crashing into the bumpstops, but if you want to keep that ride height, and stay off the bump stops, you can get some Koni Yellows, KYB AGX's, or revalved Bilsteins, and most importantly adjust your expectations.
Expectations are the most important attribute here, what are they? Do you know what kind of springs and shocks are on the car right now?

The best ride will always be stock ride height, because it provides lots of suspension travel. In that case Bilstein, either SLP or HD, shocks are probably your best choice. The downside though, you'd have the 4x4 look that most people hate.
On another note you would also need to verify the state of your rubber bushings (If you care about ride - no poly or spherical joints). All of them should be in good condition.
