i don't know about that stuff, but using some dawn dish soap to clean them as well as possible, then using aluminum wheel polish should get them sparkling again....it just may take some old-fashioned "elbow grease" because they've been sitting for so long.
the best way to keep this from happening again is to:
1) wash them at least every month or two really well, and
2) re-polish them ever 4 - 6 months
don't let them sit for that long if it can be helped.

my old TTII's would extremely nasty during the winter and it always took a good 4-5 hours of elbo grease and a whole bunch of terry cloths(sp?) with mothers aluminum polish. But I will say that the wheels damn near looked chrome everytime when I was done.

DO NOT USE THAT ON YOUR WHEELS. It will eat them alive and the only way you would be able to reverse the damage is sanding them down. I use it at my work and it is the best of the best to clean any wheel except a bare aluminum wheel. I am speaking from experience for i already made this mistake. I use Mothers mag and aluminum polish on my TTII's and it works excellent. link
