They don't know jack. You should be okay. +38 is one of the lower offsets recommended to run on a 9.5" wheel.
on your car, i'd roll the fender to be even safer. i have the vredestein 275/30/19's and don't recomend them right now. the 275 curves away from the rim and does not look good. and definitely do not combo that tire with a 245/35/19 front if you are on 19's due to tires looking bigger in the front. i recomend to go with a 275 or 285/35/19(backs) and 245/35/19(fronts).
biggest problem i had is the 275/30/19 vredesteins are not putting enough tread on the ground. it may be specifically with the vredesteins. that section width only puts down 7.5" onto the ground. i'm going to check my tire pressure but they should not be off of the recomended. just typing all of this to help others out too. hope you can use some of it.
that's what the stock 16's are for

i really appreciate everyone's input and the pics were very helpful

Sure, for the 9.5" wheel, 38 mm fits great front and rear.
11" stay safe and stick with the 50 mm.
Yes lowered ~ 1" all around.

that 38mm 17x9.5 and 50mm 17x11 combo would not look weird would it? And when I say "weird" I mean like a FWD drag car with the slicks sticking out really far in the front and the skinnies in the back are tucked under.
Did you have to do anything to the front fenderwells? Is there any rubbing up there when turning? I'm assuming the answer is no since you said that they fit great, but I'm compelled to cover all bases.
Thanks for all the help!

The front fenderwells are plastic, the fenders are composite you can't do anything to them . . .
Do the wheels rub, well honestly yes, does it affect anything no. Again teh fender wells are plastic, so they flex when the tire contacts the wheel well liner at full lock. You do not feel or hear anything. . . . . Below is where and what the rub make looks like.

Read the "sticky" at the top of the page . . . all 40 some thing odd pages where I have possible answered this more times than I care to answer . . .
Read the sticky to understand offsets. . . .
If you were comparing a 38 mm offset 9.5" wide wheel with a 50 mm offset 9.5" wheel, yes the 38 mm postive offset wheel will move outwards by about 1/2" compared to the 50 mm offset 9.5" wheel.
Comparing the "placement" of two difference sized wheels wth different offsets is very complicated, and you ahve to understand how "offset" relates to the wheel size.
There may be 12 mm difference in offset, but there is over 38 mm difference in over all width of the two wheels . . .
