I'd say basically your two options are a better stock bulb such as the Sylvania Silverstar or step right up to an HID system.

A good start would be to do the silverstar conversion. Currently they dont make silverstar sealed beam lights so you have to make your own housing. Its a sticky somewhere on this site. You can also buy the housings already made for around $40 online. Like 351 said you could also go straight up to HID's but they're usually around the $300 range and you still have to do the housing conversion.

kits were 150 for each 2 kits, one for high one for low.
then 20 bucks for new housings, i took apart sylvania replacements and stuck in HID bulbs. so total.... roughly $380

Currently they dont make silverstar sealed beam lights
They used to, unless you mean for a Firebird, then it depends on the year. I'm pretty confident they have them for the single style. If not you can always get those kits on eBay to convert to capsule design. Friend did that in his 94 Vette, which I think is the same as early 4th Gen.

The Sylvania Extravision, or whatever they're called, are VERY bright yellow (standard) light. I might get those for mine instead of Silverstars.

Im currently doing projector HIDs in my 97.
Not easy but will be worth it.
Im now using Hella H4s in Hella housings and Hella FF50s for driving lights
wired for Highs only .
Ill keep the FF50s and be using GM Bi-xenons in place of the sealed beams.
Yes it costs more than the kits.
But I wont be blinding anyone either.

If you do the Silverstar conversion, will the H4 bulb fit in the plug already in the Firebird or does that need to be replaced?

The HID's were well worth the cost. I can see much better over the stock Halogens.

At one point I made my own conversion housings to fit a H7 bulb into a 4703 housing, but it eventually filled with water and a loose connection melted the stock connector.

Here is a thread where I talk about it:
