My car got bumped in a parking lot by another car and it appears to be stress cracks underneath the clear coat. I tried buffing by hand and have had no luck, anything thatll work?

Yup.. repaint. Make sure whoever does it takes it ALL the way down to plastic, or else its going to come back very shortly. Dupont, among others, has a flexible clear made for plastic exterior parts such as bumpers and our fenders.

You can minimize and very near hide the cracks by wet sanding and then wheeling them until you get the shine you had before. Mine was bumped, cracked pretty bad. I did this, and now the only time I can see them is right after waxing when the cracks are filled with wax. After power washing the excess out of the cracks, you can barely see them. The only thing noticed up close is the clear coat is sanded off where ever high spots along the cracks were, but most do not notice. It will look like new from 3 feet away if you do this, assuming no paint flaked off of your car.
