It can be done. I put a 2002 LS1 in a 93 rx7. It will be much easier with your car.

Oh, nevermind. I saw the pic of your avatar and realized it looked just like a car i saw at a local shop that also had an ls1 conversion done to it. Same color car and wheels, thats why i asked.

General rule would be you would need to have all of the equipement from the car that donated the engine and it would have to pass for the 99 LS1 (F-Body ?) standard and sepc's.
Air Pump
EGR system
purge EVAP
Gas Tank pressure sender
Check Engine Light and ODBII port
Cat have to be in the correct location, suggust you use the stock ex manifold and cats.
all 4 o2 sensers.
If you were to get a 2001-2 engine LS1 F-Body, you would be able to skip the EGR set up.
any way, you get the idea. Once it is all working, then take it to a Calif smog referee station and have them check and if passed, they will get you the cert to be legal.. I have been looking into this too, (in SF bay area) as one of my project my require me to do this same thing.
Were do you live ?

BCZee is right. It will need to have the same equipment as the later model motor including the exhaust.
I am doing an elky with a 5.3 which is a truck motor, same the elky is reg as. Almost nothing on it. My 87 elky will now have to pass smog as a 2002 truck.

The elky is alot easier to referee because it can go either which way. It can either be registered as a car or a truck. Good luck on that swap.
