All '99-'02 WS6s had the same exhaust. The '98 cars received a different catback that had a single 3" outlet pipe on the driver's side rather than two 2.5" pipes on opposite sides like the '99+ cars.

If one is louder, but they both appear to have stock mufflers and piping, then perhaps the cats have been gutted and re-installed.

the internal crap inside the mufflers and cats tend to wear out and deteriate over time. I wouldnt be suprised if that was what is going on. Or maybe one of the cars was in an accident and the catback was replaced with a catback off of a standard trans am...

That wouldn't matter since the only difference between the two setups is the muffler and the tips and they don't sound that much different.

I have a 01 SS with less than 12k miles on it, and my stock exhaust has gotten noticably louder. Not just me saying this, I am a mechanic and I brought it to work not long ago and more than one person asked if i changed the exhaust. i have only put about 650 miles on it, not easy miles I'm rough on my toys, its been to the track twice. There is no exhaust leaks or any mods done.

Maybe just start beating the snot of it and it will get louder.

No LS1 WS6 ever received an SLP exhaust from the factory.

If they are both 100% stock, then this is not possibile.

Only Firehawk or SS would/could have an SLP catback stock.

true but there is a difference...i think one exhaust is just a bit more "worn out" on the inside.
