He Worked for GM and was the Brand manager for the Camaro. If he signed your car in 06, I would assume that a previous owner saw him at a show or something and had him sign it

the GM Camaro 'godfather' from 1st Gen thru 4th Gen. He now works the new car auto show circuit for GM. He helps with the show set-up. He always attended Camaro club events,both local and national,giving talks and signing cars. He still attends f-bod events as a GM ambassador.

His signature on your car will not add any value.
Enzo Ferrari's signature would increase value of a rare Ferrari. Ditto with Furruccio Lamborghini. But Valentino Balboni's signature doesn't do anything and he is a hell of a lot more famous/well known then Scott Settlemire.
Still a cool dude doing good things for the community.
