Motor feels sticky when I turn it by hand.

I'm on the tail end of a 408 build and rolled the motor over a couple times while I was clearancing the windage tray. I noticed it feels kind of sticky. The windage tray is out of the picture right now as I was rolling it over without it.
Anyway, it doesn't feel like a PTV issue. I clayed it and checked it with a dial indicator and it's fine. It's like the valves are sticking to the seats and as they go to open it feels... well ****, sticky. I don't know any other way to describe it. It's not hard to turn over, it just feels odd.
Any input is greatly appreciated.

Something like that is going to be hard to describe and figure out. Posting a video might be the only way we can help.
When assembling the engine, exactly when did it start to feel like this? After you torqued the rockers? After you installed the timing cover? I hate to say it but you might have to take things apart in reverse order from what you put together to find it.

The shortblock is good. Everything mic'd out. Spun fine by hand crank only. Rods/pistons, turns easily with wrench.
It's valvetrain related. I put some lube in the lifter buckets and I'm wondering if I'm hearing them fart when they slide back in there. If I can't figure it out tonight I'll take you guys a video.

what springs are u running? i'm assuming you are doing all of this with the valve covers off? can you actually pin point the noise? if not ide have a buddy turn it for you while you stick your ear in different spots. also this might sound crazy but my mom is a nurse and i stole a stethoscope from her that i use just for this sort of thing. ude be surprised what you can hear.
