Yes,you always need the head dowels.They locate the correct position of the cylinder head.

Absolutely. The studs do not locate the head at all.

Newb question. I'm doing heads and cam next week.... and yes, I'm using studs. Do the LS1's from the factory not have dowels?? Do I need to purchase some??

They come stock with dowels

All factory motors have dowels. Alot of aftermarket motors you'll need to pick up a set, but there cheap and just tap right into the block with a light hammer.

Just make sure when you pull the old heads the dowels are still in the block. Sometimes they go with the old head, in which case you will have to remove them and tap them back into the block. Very simple process, nevertheless one you do not want to forget....

Also if you lose one, they can be very difficult to find at machine shops....They are not the same as the old SBC.

The way the first question was phrased kind of threw me. I thought maybe LS1's didn't have them. I've never known an engine to not have them, but I've never had an LS1 apart and thought maybe they were the exception to the rule.
