Default 4,000 rpm rev limiter symptoms

I have been trying for months to get this taken care of but i am still having this issue. It's really weird now, I will explain it the best i can and i hope someone can help me.
The car seems to be running pretty well other than this rev limiter like symptom. If i slowly accelerate the enigine ,at 4,000 rpm the car will start going off like it's in the rev limiter but if i push it to the floor it will come out of it and rev to red line. If i just punch it to the floor it will run like there is nothing wrong with it. The rev limiter like symptom only happens if i accelerate slowly.
I have replaced the fuel pump with a walbro 255, the fuel filter, the plugs with ngk tr55, the coil with an msd, the plug wires with msd 8.5's, and the ICM. I just ordered some new o2 sensors because i read in another post that the o2 sensors could cause a misfire. Is that true? If anyone has some idea's let me know please. The car is throwing no codes. Thanks...

It kind of seems like you might have a bad TPS sensor, try to swap it with a good known one and see if its any better.

The TPS is new and i also did a voltage test to make sure is was working properly.
I do hear a slight tick from the valve cover's but i can't tell if its an exhaust leak or not.
I just pulled the o2 sensors and they are so black and sooty that they look like they have been in the car for 100 years.hmmmmm

Do you still have cats? Reluctance to reach higher RPMs is usually indicative of a plugged catalytic converter.

if the o2s are black dont go buy new ones unless your getting ac delcos. go to walmart of whatever and get colemen fuel and give them a nice bath and wirebrush them. then try again.

i ordered ac delco ones. The car has no cats. It has long tubes with 3" back to the rear mount turbo. I heard that the o2's are not used by the pcm at WOT. If the car is to the floor i have no issues. That is what is stumping me.

There's a chance your MAF sensor could be having issues, sometimes they wont always throw codes. I would try swapping it with a good known one and see if it helps.

The miss is stumping me because i just have a hard time believing that my o2's are the problem. Ive got no codes and it just seems like a too easy fix you know what i mean?
