Repeat: .......Where in Ohio are you?
There's a good LT1 builder in Dayton if you're interested.
And no.....you won't get a decent stroker shortblock for 2-3k, unless you're doing a lot of it yourself.
But....you can build a stout enough 350 or 355 with mostly stock components that can run rings around the majority of the strokers out there, given a decent topend package.

cleveland area, im shooting for 400 rwhp with my trickflow 185x heads so im assuming ill be good with a cast crank no power aders. 383 should be free hp over a 355 clayton website looks like they have good packages. ive had 9-10 second bbc with cast cranks and forged never broke they all eat bearing in the end. to be straight forward i just want solid 11s with good oil pressure and good enough longivity to drive cross country if i want. street strip not max effort.

I vote for Lingenfelter's combo of Lunati crank, Oliver 5.85" billet steel rods, and JE pistons, but thats how I always vote...15 years, 54,000 miles, a thousand or so 1/4 mile blasts, always n/a... times/mph in sig...never a motor failure...Bottom end untouched since it was built in 1995...BUT, its a few bucks over your intended budget...
