well 400bhp at the engine isn't so hard, full exhaust (that means lt headers too), lid, and Ls6 intake manifold if pre 01 Fbody plus a tune will get you pretty close.
If you want it to the wheels the the above with a cam should do it (cam dependant)
Or slap a blower onto it, ATi Procharger @ 8psi will see 440rwhp

what kind of budget do you have? you'll have to have some supporting mods....like suspension to hook up if your drag racing..or road racing. if your a m6 you'll need a stronger clutch, auto you'll need a torque converter to make full use of the added power, plus I doubt the stock rear would last long if your putting anytype of abuse on it.

But yeah, like he said...with a somewhat large (f13/f14 etc.) cam 390-400rwhp is pretty common. That does include all bot-ons however.

I have a 98 ls1 412 to the wheels. I have a thunder racing cold air kit, ported maf and throttle body, ls6 intake, pace setter long tubes, an electric cutout (i am using the stock muffler so when i have the cut out closed the car is not that loud), tsp magic stick version 3 cam, c5r timing chain, rev dual gold springs and titanium retainers and good set of push rods. and witha set of heads i should make around 450
