They are referring to the main VE table. Originally posted/Identified by Camaroholic. Here is the thread... VE tune Good Luck! Let us know if you use it.

VE is volumetric efficiency.

Speed density fuel calculation figures airflow by
speed (RPM) times manifold air density (MAP) times
volumetric efficiency fudge factor (VE). VE is the
rolled-up model of your entire engine - intake tract,
cam profile, exhaust - relative to the engine
displacement ideal pumping volume.

At start, the MAF is bogus (no airflow) and speed
density is all you have to go on. If your VE scale
factor is off at low RPM (like especially from a
big cam, where overlap messes with your cylinder
filling) you will be relying on a hosed speed
density mixture calc.

Great explanation jimmyblue!!!!

Is this what you adjust when you put a cam in to get the IAC counts right, so it will not surge? or is there something else??

No, VE has nothing to do with IAC counts. Adjust your Running Air Flow table for that, or drill the TB some or both.
