shocks are most likely the problem. Can't say for sure, because I can't see the car and know who bad they are vs. the tie-rods and such. But I've not had a car yet that didn't need shocks long before the tie-rods and such.

Then I'd say your alignment was not done correctly (no matter what the specs say). Racks get out of calibration often.

Feathering.... usually caused by a wacky toe setting.

It won't suddenly go away, the tire is worn that way now. Rotating to get some fresh rubber down would help....
Was the alignment out? Did you use another rack? I hope so because the one you were originally on said it was all good, and clearly it wasn't. I doubt it's been calibrated since then.

I think some of this may be driving style; even if toe
is sensible, if you are prone to corner hard while braking
you put a lot of force onto the outer edge of the tire,
make the tread-block want to "curl under and back"
and wear the outside leading edge preferentially. I have
a nice alignment and can still see a bit of this. Just how
bad of a problem is it, or is it in fact a problem (other
than cosmetic) at all?
If every tread-block is like that look to toe or cornering
abuse
If the tread-blocks are some high, some low,
that's "cupping" and more of an indicator of bad shocks.
Some tires like my current GS-D3s have more robust edge
blocks and can stand more; tires with smaller blocks, let
the blocks "roll over" more. Look at what happens when
drag a pencil eraser across sandpaper, with more or less
"roll force" on the rubber; you get even wear with light
pressure but edge-biased wear on the leading edge with
more force & roll-under on the rubber.
