I have stayed at the Mirage and at the Statosphere. They were ok but next time we go we will stay at the New York New York. It looks like it would be a cool place to stay with the roller coaster being partially indoor.

Yeah I would stay at Mandalay Bay too. If I were going with friends and would not really be in the room much I would stay at the Westward Ho and save my money for the strip clubs. I recommend the one at The Rio by the way.

NY/NY is cool if you are 14... The Mirage is the nicest 4 star on the strip. If you are really a "baller" you will look into Caesars / Aria / Wynn / Venetian / Bellagio. Those are the nicest options on the strip with Caesars being near the bottom of the group.
Mandalay is nice but it's on the end of the strip. I prefer being in the middle somewhere so you can walk around or drive if they are too far. You would have to drive almost everywhere worth going from Mandalay...

The Stratosphere is further than Mandalay from the rest of the hotels. I stayed at Excalibur when I was 21 to save money. Cheap renovated rooms, cheaper table games, decent location. I would go look around on orbitz and expedia for deals and see what is in your desired price range.
Consider some of the following when making your decision:
Will you be bringing a lady, or is this a guys only trip?
Do you plan on gambling for a significant amount of time while there?
What kind of gambling (sports, poker, other table games, slots)?
How much partying do you want to do?

You're young and Vegas will be completely overwhelming to you. You won't be in Kansas anymore Toto. Take a cab, don't bother renting a car. The Vegas Strip (Las Vegas Blvd.) is famous for it's gridlock.
If I were a young guy out on the town, my choices would be The Palms, Rio, Mandalay Bay, Hard Rock, maybe Paris. If your goal is to save money, but be in the middle of the action, then the Imperial Palace or Flamingo would be your best bet.
If I were you (seeing you aren't 21 yet) I would learn to play some of the casino games on the internet. The best games are 21 and craps, when it is you versus the casino, the other best game is Texas Hold 'Em where it is you against everybody else. I wouldn't play any casino game I didn't already know how to play. It's one thing to bet $500 on the internet, but it's another to bet $500 of your hard earned dollars. The reason the casino gives you checks/chips to play is because they don't look like real money. What this means is that 20 of the green checks ($25 chips each) doesn't look like the actual $500 it's worth. Yes, 20 green checks are actually your rent, car note, electric and cell phone note, etc.
If you turn 21 before your trip, I would suggest driving over to Louisiana and visit a couple of the casino's there. You really need to familiarize yourself with the comings and goings of the casino lifestyle.
One last thing. Set yourself a winning and loss limit. I set a loss limit of $100 a day and my goal is to double my money. You won't walk out owning the Stratosphere casino, so set a reasonable win limit. If I start at $200 bucks and double it, I now have $400 bucks. The hotel room is now paid for. I hate seeing people win a couple of hundred bucks and lose it faster than they won it, because they are on a roll. Take the money and run.
Anyway, good luck.

I love Vegas! My cousin lived there till just last year and my sister lived out there for a while too. We'd always go visit and hit the strip. My wife and I went for our honeymoon and stayed at he Bellagio on the 24th floor, the view was spectacular! Please make sure you keep someone sober when you go out, we had a friend who ended up at a strip club and in debt because because his friends got drunk and left him to himself on the strip!

I've stayed at Luxor, Excalibur, New York-New York and Treasure Island. Luxor was probably the nicest of those 4.
The Stratosphere is pretty far away from everything else.
Look at the map posted above and if you want to be in the middle of everything, pick a hotel within 3 hotels from the Bellagio (either side of the street) that fits into your budget.

I stayed at a suite in The Venetian. Well worth it IMO. Buddy of mine stayed at The Bellagio. His room was more expensive, smaller, and was not a suite. I still get deal emails all of the time for around $140/night for The Venetian. "Baller" would definitely fit The Venetian bill, as well as The Wynn complexes. That will be my next stay whenever I graduate.

http://lasvegas.caesars.com/ will give you good prices at many Vegas hotels as Harrahs owns a lot of them.
As stated before, the best bang for your buck with the best location is the Imperial Palace.
