Definitely helps being in that area. If you can prove residency out of state, like also maintaining an out if state license, Im pretty sure you dont have to switch over. Hell, the school charges you damn near double for being from another state.

Not that my car is required to pass smog, but at the same time if I got pulled over, I would most likely be screwed. I say this because of newer engine (2003) that is installed and considering that it is not in its factory location, CA will not like that. Not only would they send me to a smog Ref but also to CHP to go over the whole chassis. To get around all this, I registered the car in AZ. The car is garaged and driven only in CA. I do have an AZ ID with my AZ address on it just in case I get pulled over in CA. I will just tell them my normal car is broken and using this one as a temporary vehicle. Hoping it works!
Long story short, if you have an out of state address that does not require smog, register your car there. Dealing with CA smog stuff sucks! They have rolling smog stations out here and do smog checks on the road (like a DUI check point). Not something I would want to take a chance with.

When they perform the OBD2 scan, is the car placed on rollers? How in depth is the visual under the hood? Did you notice if the car was checked for cats or if mainly only scanned these days?? I am planning to move back.

They took a flashlight and checked for cats. I know some shops actually measure the distance from the cats to the front of the engine or car, but thats rare, especially if the shop is busy. Visual is hard to say, if the smog tech knows what that they are looking for, they might spot certain mods, but otherwise, if you have anything obvious like a CAI, then you need a CARB number. Of course, internal mods like a cam are invisible as long as the car doesn't lope like a monster. The car was not placed on rollers. Im debating on whether I should get longtubes now since the sniffer test is gone and most fbodies in CA have them.

Not passing judgement on whether you should do it or not, just saying use
caution as necessary. I've never heard a good story yet of meeting a ref.

Also they do still use the sniffer but only on 1999 and older cars, 2000 and up they just hook up to the obd2.
