* ...if you know where the suspect is, or where he/she resides.
* ...there is physical evidence to be collected.
* ...there is a present or continuing danger.
* ...the crime involves domestic violence or crimes resulting in physical injuries.
Stolen Vehicles CANNOT be reported on this form.
If the crime does not meet all the criteria above, then you should call (951) 776-1099 and request a deputy to respond to your location.

This form is only a convenient way to submit a report, you can always call instead. If you know his address, you can't use this form and you must call. Its your money bro, what are you waiting for?
On a side note and IMO, sending your buddy to his house will not do you any good. You are past that stage now. Sending a friend to his house is sending a message, so he better be good at delivering messages.
Plus, if he reads this he is prepared for that. He'll either come up with excuses, pretend he's not who you're looking for, he won't answer the door, or tell the people he lives with that he's not home to anyone not familiar.
