no telling... it could have ran only a tenth slower than it did with the mods... you are bench racing.. you CANT do that, especially when you know as little as you do about these cars..
98% of ls1s run 13s in bone stock trim... very few run 14s (bad altitude or something wrong is usually the case) and some run 12s with a good driver and the right combination of factory options..
you are going by calculations and this and that.... DONT DO THAT and you wont be confused..

try these calculations... 300rwhp (or 350 flywheel)... 3500 lbs.. 300 foot lbs. to the ground..
comes out to a 13..

and i feel like theres an electrical problem in my car because the lights always going up and down specially gauges and dash lights - front light - rear lights
i missed this.. check your battery connection and make sure it is on there good.. along with the other opinions...

if i were you... when you go to autozone to get that stuff... go ahead and buy the stuff you need for the TB bypass.. and free ram air only takes a minute to do..
also take as much weight out of the car as you can/want to..

+1 on oil, as long as you change it WHEN IT IS SUPPOSED TO BE changed you should be ok... penn. plat. is the same price though, and a much better oil..
Everyone has their own opinions on what oil is best, its up to the car owner to decide what they want.

So you got lucky and ran a great 60 first time at the track... good for you....

Look up the free mods thread and do them, some don't really cost any money like cutting out under the air filter and smooting out everything under the air lid.

Id also lube up the suspension with how old it it. Drain the rear gear oil and put in some Red line Synthetic, do a tune up and you will be suprised what it will run.

I have heard of stuff like this happening when you don't have large enough of a capacitor tower....

My alternator regulator was bad and actually overvolted to 17+

It bounced like your describing. Sometimes BAD.

New alternator and 4 gauge wire from the alternator solved it. 14.5 steady now

Saved the old one for rebuild kit if I ever need it.

had the same thing with my old camaro, new battery solved it as well. sounds like you need some more seat time, my first track day out i ended up with a 13.89 at 103 on my last pass with a bone stock full weight 99 T/A a4 with 2.73's, 17 inch wheels with shitty street tires and a damn near full tank of gas. i wanted to see if i could get into the 13's full weight, stock everything it was a challenge but i pulled it of., keep going at it, youll get there
