I like people who think about stuff. Almost as good as my old exhaust idea......

My buddy has a cutout and at slow speeds the exhaust barely goes out the cutout, but when he gets on it,the exhaust rushes through it and is incredibly loud...so in theory,with more thought,your idea could work
but in I think it would probably leak if you used a weak enough spring that it would actualy open and once you had one strong enough to not leak it might do open enough to help. could idea though and three bolts and springs might cost 3.00 bucks so if you already have the cutout might as well try it when your bored one day.

gasket sealing would be an issue because when i did do it I blew out the collector gasket. Still workin on it tho

will always have the springs' force to overcome and
that means a few PSI just to clear the seat, a few
more to get it well cracked open.
I favor the idea of a butterfly cutout with a spring
to open, vacuum biscuit to close on the bellcrank.
Like an old-style cruise control vacuum biscuit.
NOT Knocking you..jus' wondering.The situation I was in was that the TSP TD's dumped with bullets were too loud, but I loved the sound. The dual cutouts and extra piping would have given me the best of both worlds. The only problem was that crossover pipe runs right through where the driveshaft/tq arm is lol.
I threw that idea out and went with 2 3" magnaflow cats and had the pipes ran out the back.
